The Federal Motor Carrier Safety Administration (FMCSA) emergency rule to restrict non-domiciled CDLs officially took effect today, September 29. 2025 The rule, announced last week by U.S. Transportatior Secretarv Sean Duffy, was published in the Federa Register and made effective immediately, bypassing the normal public comment period. FMCSA cited a "two-front crisis" of overly broad CDL eligibility rules and widespread state-level noncompliance, calling it an "imminent hazard to public safetv
